I agree it's stupid to a point.
But what's even more ignorant is the people who bought the house in the 
first place. Didn't they know full well what the HOA rules were when they 
bought the house?  They either didn't read the HOA rules, didn't care, 
thought themselves above the rules or just plain want to cause trouble.
The HOA rules were in effect when the house was purchased.

The one I really found stupid was the veteran who the HOA thought couldn't 
fly an American Flag in his front yard.
