Jerry, Here in Ohio we can register 'year' plates to any vehicle that has or 
qualifies for historical (25 years or older) plates. One plate is worthless 
as you must send a photocopy of each plate (and believe me they check them) 
as no two plates are ever exactly the same. We must put both 'year' plates on 
the car and carry the historical plates in the car at all times. Just a note 
to Ohio folks, if you wish to apply for historical plates for the first time 
and you've already found the 'year' plates you want on the car make sure you 
include that information on your original application. I found out the hard 
way; as the original owner of my Gremmie I still had the original plates 
hanging around the garage. I sent in my application but didn't tell them 
about the original plates (why should I, as they were already issued to the 
car). A month later the historical plates showed up and then I filled out 
the form for the 'year' plates
thinking all was OK. What a surprise when my application was rejected because 
I had not sent $ 3.58 for processing. Watch out!! The form for the 'year' 
plates specifically says "NO COST' will be incurred.
