just shooting from the hip --

i'd try starting with the sanden bracket and seeing what else i could
attach it to, to make up for the missing bolt.  in the unlikely event
your heads have a flat spot in the right place, they could be drilled
and tapped for the bolt...  that of course would mean taking them off
the engine.
